These settings are only available if you use the Node as an object in the Object Manager and they correspond to the Local Modifier Matrix settings that you can find in the Node's Inputs tab. These settings only have an effect if you want to control the direction of local gravity, for example. When using radial gravity, the position can be used to define the center of gravity and the rotation angle can be used to change the direction of local gravity. Local gravity always uses the negative Y-axis as the direction.
Since the generation of branch splines always depends on the course of the source spline, the position of the spline branches in space must also be defined by the source spline and is therefore independent of the position or rotation of the asset.
